The massive infrastructure is being developed in <strong>Teluk Bintuni, West Papua<\/strong>, and forms part of the <strong>Kasuri Block<\/strong> gas development project, operated by <strong>Genting Oil Kasuri Pte Ltd (GOKPL)<\/strong>, a subsidiary of <strong>Genting Berhad<\/strong>.<\/p>\n<p><span style=\"background-color: transparent;\">1.&nbsp;<\/span><strong style=\"background-color: transparent;\">Construction Progress and Government Oversight<\/strong><\/p>\n<p>As of June 2025, construction progress for the FLNG facility has reached <strong>53% completion<\/strong>, as confirmed by <strong>Minister of Energy and Mineral Resources (ESDM)<\/strong>, <strong>Bahlil Lahadalia<\/strong>, during his site visit to LNG Tangguh and the Kasuri Block area. A technical verification team will be dispatched to <strong>China<\/strong>, where the FLNG unit is being constructed at the shipyards of <strong>Wison New Energies<\/strong> pada <strong>Nantong<\/strong> and <strong>Zhoushan<\/strong>.<\/p>\n<p>According to Minister Bahlil, this will be the <strong>largest FLNG facility in Indonesia<\/strong>, and based on Genting\u2019s internal reports, it is <strong>ranked as the 7th largest floating LNG unit globally<\/strong>\u2014although the government aims to validate this independently.<\/p>\n<p><span style=\"background-color: transparent;\">2.&nbsp;<\/span><strong style=\"background-color: transparent;\">Project Specs and Contract Details<\/strong><\/p>\n<p>The FLNG is being delivered under an <strong>EPCIC (Engineering, Procurement, Construction, Installation and Commissioning)<\/strong> contract worth <strong>USD 962.8 million<\/strong>, signed on <strong>June 20, 2024<\/strong>, between <strong>PT Layar Nusantara Gas<\/strong> (another Genting subsidiary) and <strong>Wison New Energies Co., Ltd<\/strong>. The contract includes a possible reimbursable addition of up to <strong>USD 70 million<\/strong>, bringing the potential total value over <strong>USD 1 billion<\/strong>.<\/p>\n<p>Once completed and tested at Wison\u2019s yards, the vessel will undergo a <strong>sail-away phase in Q2 2026<\/strong>, before final offshore commissioning at the production site in West Papua. The entire EPCIC phase is expected to span <strong>27 months<\/strong>, followed by an <strong>18-month warranty period<\/strong>.<\/p>\n<p><span style=\"background-color: transparent;\">3.&nbsp;<\/span><strong style=\"background-color: transparent;\">Supply Source: Asap-Kido-Merah Fields<\/strong><\/p>\n<p>The FLNG facility will process natural gas supplied from the <strong>Asap, Merah, and Kido (AKM)<\/strong> fields, all located within the <strong>Kasuri Block<\/strong> under a <strong>Production Sharing Contract (PSC)<\/strong> signed in <strong>May 2008<\/strong> between GOKPL and <strong>SKK Migas<\/strong>. These fields were approved for development in <strong>February 2023<\/strong> and are projected to begin gas output in <strong>2027<\/strong>, reaching <strong>330 million standard cubic feet per day (MMSCFD)<\/strong>.<\/p>\n<p>Gas allocation will be split as follows:<\/p>\n<ul>\n<li><strong>230 MMSCFD<\/strong> for liquefaction and LNG export via the FLNG.<\/li>\n<li><strong>101 MMSCFD<\/strong> will support a future <strong>ammonia-urea plant<\/strong> in West Papua, enabling local industrialization.<\/li>\n<li><strong style=\"background-color: transparent;\">Strategic and Economic Importance<\/strong><\/li>\n<\/ul>\n<p>Designated as a <strong>National Strategic Project (Proyek Strategis Nasional\/PSN)<\/strong> since <strong>November 2023<\/strong>, the FLNG development marks a leap in Indonesia\u2019s ambition to become a major LNG exporter. This project not only supports cleaner energy transition efforts but also localizes industrial opportunities.<\/p>\n<p>Key figures include:<\/p>\n<ul>\n<li><strong>USD 3.37 billion<\/strong> in total investment.<\/li>\n<li><strong>USD 2.01 billion<\/strong> projected state revenue.<\/li>\n<li><strong style=\"background-color: transparent;\">1,500+ jobs<\/strong><span style=\"background-color: transparent;\"> during construction and <\/span><strong style=\"background-color: transparent;\">200 permanent roles<\/strong><span style=\"background-color: transparent;\"> during operations, with <\/span><strong style=\"background-color: transparent;\">80% of positions<\/strong><span style=\"background-color: transparent;\"> intended for local Papuan residents.<br><\/span><span style=\"background-color: transparent;\"><b>4. Environmental &amp; Global Impact<\/b><\/span><\/li>\n<\/ul>\n<p>Unlike conventional onshore LNG plants, FLNG technology offers a reduced environmental footprint and greater speed in deployment. It enables the development of offshore resources with minimal land disruption\u2014key to preserving the biodiversity of Papua.<\/p>\n<p>By 2027, Indonesia\u2019s new FLNG unit will not only bolster the country\u2019s energy independence but also strengthen its reputation as a <strong>reliable and environmentally conscious LNG supplier<\/strong> in the Asia-Pacific region and
